Workaround?
1. Window > Prefs > Plug-in Dev > Target Platform > Add... > Nothing > Next > Add... > Directory > Next > (browse for /path/tp/jbosstools-target-platforms/jbosstools/multiple/target/jbosstools-multiple.target.repo/ )
2. Wait as contents are resolved.

3. Click Finish, then select the new Target Platform
