Exporting of launch configurations without also exporting a server + runtime combination really is a useless task. The launch configuration itself cannot be run, not all details are persisted, the launch configuration type will try to reference a non-existent runtime, and it won't run. 

Server launch configurations cannot be exported separately from the server + runtime combination, and, at this time, there is no approved export mechanism for the runtime or the launch configuration.
