We no longer have an "Explore" action. The API that deals with an "Explore" action has a UI-facing element that reads "Show in -> File Browser".  Making this API show the management console would be inappropriate. 

Similarly, we already have an action for showing the management console, which reads "Show in -> Web Management Console".

This request is rejected.
