Since aerogear, freemarker, hibernate, livereload, and webservices have not changed since 4.2.0.Final, we can use their stable release URLs [1] instead of their mutable staging URLs, just in case someone triggers a rebuild+publish accidentally.

This PR puts the stable URLs into the parent pom so that all downstream projects -- and the aggregate sites -- will use these stable URLs [1]:

If we decide to revert the above so that components build against builds/staging for these 5 projects, we will need to put those stable URLs [1] into the root pom [2] for the aggregate builds so we override and use the correct stable URLs:

This PR makes the composite staging site we use to determine if there's a need to rebuild the JBT & JBDS aggregates use the same stable URLs [1]:
