We *DO* want our repositories to reference repositories from download.jboss.org anyway, because we support those repositories whereas we don't support (nor trust) Eclipse ones.
If you have other Eclipse repositories available, there might be a mechanism that makes that p2 takes artifact from the closest available server that provides it.
