the openshift-java-client library has these methods, it offers #start, #stop, #restart. Currently there's only a command and handlers to restart an application since that would cover the most critical piece where one's application is idle'd. To have start and stop available we'd add command and handlers. Furthermore I guess that we should wire up with the default actions in the server adapter, not replicate those in the OpenShift submenu.
