Actually, looking at download.jboss.org/jbosstools/updates/development/luna/plugins/org.jboss.tools.central.discovery.integration-stack.earlyaccess_4.2.0.Alpha2-v20140929-1445-B284.jar , it seems like it's doing exactly what I'm describing above. So I'm happy with that.
About having 2 discovery jars or not, I believe it makes no difference. The only benefit in having 2 jars is that they can be published/released separately, but since it doesn't sound like a real-world use case, a single jar seems simpler.
