I think the issue isn't related to GTK3, SWT or Forge.
It can be reproduced with standard Java wizards if they are called using CTRL-4 on Fedora 20.
SWT properly requires a shell to be activated. The issue can't be reproduced with other Window managers or OSs.
Since the issue happens only with the CRTL+4 command, hope I will find a workaround for it.
