For the moment I create my own fake org.jboss.tools.usage bundle and include it in the build of my product. This does the job, but it's a little hackery from release engineering point of view.

I guess usage_reporting_enabled="false" would work too, but I like better the approach I took for now, because of two reasons:
1) It also removes the Usage Reporting preferences page
2) the usage_reporting_enabled system property should be added in the eclipse.ini file. I have concerns that the new settings from eclipse.ini will be immediately applied when restarting the product after upgrade from an older version. This way the Usage Reporting may still appear after upgrade.
