There are two Wizards defined in tern.eclipse.ide.tools.ui plug-in: "JSON type definition" and "Server Plugin" in category named "Tern".  As such, when filtering by any word of "json", "type", "definition", "server", "plugin" you're getting the "Tern" category shown in the New Wizard's dialog. For some reason, the wizards themselves aren't shown though.
