I don't envisage DEVELOPER-623 being fixed any time soon, as it involves changing out quite large amounts of the backend. It's best to just manually set the URLs for your downloads in products.yml. You won't need to change that file again, as when we fix DEVELOPER-623, we will be removing all downloads from products.yml, and you will just specify them in the download manager.
