I think we should consider updating the error message to include file permissions. 

How's this sound?  

PublishRenameFailure=Error renaming {0} to {1}. \n\nThis may be caused by incorrect file permissions, or your server's temporary deploy directory may be on a different filesystem than the final destination.\n\nYou may adjust these settings in the server editor.
