I investigate this issue. Looks like there is some problem only with JBDS.
*Central gives [this|https://www.dropbox.com/s/487gwj19m0uogeo/Screenshot%202014-09-01%2013.59.41.png?dl=0] error at first, after pressing Yes see the error you screenshotted(Cordovasim Beta2 only available).
*[JBDS8 update site|http://www.qa.jboss.com/binaries/RHDS/updates/development/8.0.0.CR1-updatesite-core/] says that Cordovasim is not available.
*[JBoss Tools 4.2.0.CR1 update site|http://download.jboss.org/jbosstools/updates/staging/luna/jbosstools-4.2.0.CR1-updatesite-core/] says everything is OK, installation passes fine, default app created successfully and successfully launched with Cordovasim.
