Parent pom was updated from using snapshot to the 0.21.0 release in this commit: https://github.com/jbosstools/jbosstools-build/commit/516be5bb4281b6747ce42859c3e4b8974c57dc17
This is present in both master and 4.2.x. Closing this issue.
