This is only Linux usecase, moreover, only for GTK2.
Xulrunner can be also disabled by -Do.j.t.vpe.loadxulrunner=false. So, request dialog can be shown only in case if xulrunner is not disabled and GTK2.
What need to be done:
1. Dialog with HTML5/JavaEE buttons and RememberDecision checkbox
2. Option in preferences.

Which places in code require changes:
1. Xulrunner initializer
2. Create new option in preferences page
3. Change EditorPartFactory
4. Create dialog itself
