I think this feature works as expected.
If a runtime contains EAP and Seam, they can be disabled separately.
You have to expand the EAP entry to see that EAP includes Seam.
You have only disabled EAP. If you disable Seam, it won't be added.
If you disable EAP and Seam, the OK button will be disabled so you won't be able to add any runtimes.
