It is used to retroactively rebuild old component sites after GA which we realize we need as standalone releases, like Freemarker or GWT, because there's no need to rebuild them for the upcoming Eclipse release train +1 release.

Since we (me) do use it, albeit infrequently, there's no reason to remove it.
