Actually the problem was I only rebuilt the 4.41.x branch, not the 4.40.x branch.
But with the target platform matrix job fixed to build BOTH streams, we have tern 09/23 in http://download.jboss.org/jbosstools/targetplatforms/jbosstoolstarget/4.40.0.CR2-SNAPSHOT/REPO/plugins/ now and the JST job will hopefully be blue again (it's blue in Master branch, waiting on 4.2.luna job [1] now).
