Netbeans already has something that matches what I had in mind : http://netbeans.dzone.com/articles/java-ee-batch-applications

- wizards for batch classes and batch descriptor
- job designer : 
  * dragndrop batchlets/chunks/decisions 
  * organize workflow
  * generate code from designer

But that would require much more investment in development.

You also need ctrl-click navigation from job descriptor to classes
