By the way, when using PDE, you can go the the Configuration page for you Lauch/Debug config, and tick the "Support software installation..." checkbox. It will allow you to test Central correctly. Given the lack of steps to reproduce and the lack of details about stacktrace/messages, there is nothing that makes it clear that this report is related to earlyaccess. It could be plain Central or p2 issue. I gave a few tries without internet connection and couldn't see an unexpected popup. Catalog fails to load and shows that it may be a connection issue, which seems to be a correct behaviour.
I'm in favor of closing this as can't reproduce.
