p2 is not supported in Dev Mode unless you tick the "Support Software Installation..." checkbox in PDE Launcher. Just tick this checkbox. And if you don't like to have to tick a checkbox, open a bug to PDE asking to turn it on by default.
It's not a regression, it's just that the feature of checking for earlyaccess has requires availability of p2 earlier than it used to, which is a valid requirement for real usage scenario. What you're asking is just "please disable this feature in dev-mode when p2 is not enalbed". I don't think it's a good thing as it makes tests behave differently from real delivery, then it strongly reduces the ability to spot issues.
