I believe what you've tried should work.
Can you place a breakpoint on https://github.com/jbosstools/jbosstools-central/blob/master/central/plugins/org.jboss.tools.central/src/org/jboss/tools/central/installation/InstallationChecker.java#L56 and check which URL is actually resolved?
