The original thinking was that there would be a single installer .jar that introduced another step in the wizard to ask the end-user if they wanted the JBDS-IS tools (Fuse, etc).   I am still more interested in a single installer .jar...that gets updated whenever JBDS core OR JBDS-IS ships...when there is no JBDS-IS available...the step in the wizard is either skipped over or disabled.    

Bottom Line: we will need to spend some meeting time on this topic and socialize it with the various stakeholders.
