That is bad news. 

The hyperlink typically doesn't enable until a background job (loading all the possible dl runtime objects from stacks) finishes.  Can you try what happens if you first go through the window -> preferences workflow, and THEN try the server wizard workflow?  Since the stacks are already loaded, it should show enabled pretty quickly (much quicker than before)...  but then if the problem is some type of UI problem or workflow problem when I set the enablement, it might not matter.  (ie, if it was going to fail on the slow load, it still might fail on the quick load, if the problem has to do with setting enablement on the hyperlink again)
