Step-12 uses AngularJS templates. As mentioned in the description we *do not* support templates.
Please try index.html from Step-3 - https://github.com/angular/angular-phonecat/blob/step-3/app/index.html
And Angular Explorer has nothing to do with this content assist (pure JBT feature). That view is a part of Eclipse Angular plugins and as far as I remember we already have this issue somewhere in our JIRA. Please contact [~vrubezhny] to get more details about it.
I'm resolving this issue but please reopen it again if it still doesn't work for you in index.html from Step3.
