It seems not right approach to override what is inside .eclipse product file because it is used here http://git.eclipse.org/c/equinox/rt.equinox.framework.git/tree/bundles/org.eclipse.osgi/eclipseAdaptor/src/org/eclipse/core/runtime/adaptor/LocationManager.java?h=R3_9_maintenance#n311  to search for writable configuration location.
