We had it in 4.1.x stream and then it got lost at some point (see 
https://github.com/jbosstools/jbosstools-openshift/blob/jbosstools-4.1.x/features/org.jboss.tools.openshift.express.feature/feature.xml).

This plugin="org.jboss.tools.openshift.express.ui" is pointing to branding plugin for the feature.
