This is the usecase where we want to deploy an image that most likely does not include a buildconfig, i.e. a database image.

oc new-app on the hello-openshift: https://github.com/openshift/origin/tree/master/examples/hello-openshift  produces the new_app_config.json attached config. The service is only created if exposed ports exist
