Attaching a sample project.
extract, cd into the parent folder and run ./mvnw package. It'll build with Maven 3.2.3. if you look at parent/java/target/java-6.6.6-SNAPSHOT.jar!META-INF/maven/foo/bar/java/pom.xml, you'll see the version is not interpolated.
You can switch the maven version to build the sample project by changing the distributionUrl in parent/.mvn/wrapper/maven-wrapper.properties
So either the expected behavior you described doesn't exist in 3.2.3 or I misunderstood the issue
