If you have two entries show up, one for EA and one for "normal" install. Which behavior should the "normal" have ? 

If it installs the normal IU's it will still potentially get that from the EA site if user already installed something from IU thus the user will *not* be getting the non-EA content.

I really just think this is about documentation and users understanding it.

The way Central behaves is much like what Eclipse Marketplace does now - that one entry can be installed in multiple versions.
