okey so i'm now less worried about the change but seems like we are mixing some concerns here.

One part of this is how the build works and its simpler to have a composite for central that composite both central content and whatever "TP" it needs.

The other is how the offline installs works and how many "zips" we give users.

Seems like we solved both now without changing how we aggregate so thats good; meaning we can update without having to rebuild the full thing.
