It is possible to downversion something in another branch, e.g. in JBDS-IS 9.x, which will be a brand new update site and not an update.

Regarding to BPEL version, it's not a problem at the moment, but in the future when we realease updates of JBDS-IS it would be nice if BPEL is automatically updated as well as the other components.
