The API issues take priority here and this would be difficult to do under current API. Pushed off. For now, it's not such a huge inconvenience if they're using local+fs since if the server is local, they probably have the runtime local as well. Since we'd like to encourage users to use the runtime when they have it, this is a benefit to keeping it as-is.
