I am facing same problem (Win 8.1 64bit), after I've installed the *JBDS Version: 8.1.0.GA* with the following paramaters in the *jbdevstudio.ini*.
{{-vm C:\Program Files x86)\Java\jdk1.7.0_79\bin\javaw}}.
Here is a workaround for this issue that works form me: Remove the -vm argument from the *jbdevstudio.ini*.
