updated description to capture what was actually requested.

Removed suggestion about creating jira for release blog since that is covered by a PR, but in that case the blogging could be mentioned/linked into this tagging jira.

I don't think you need to add any watchers. Definitely not me since I'll see it anyway when checking if anything left for the release to do.
