IMO, we'd rather use p2diff in order to decide whether to publish a new aggregator or not.
So in aggregator job we'd do something like

mvn clean verify
if [ skipCheck || $(p2diff target/repository http://download.jboss.org/jbosstools/RELEASE_TRAIN/snapshots/JOB_NAME/latest) ]; then
   mvn deploy #without clean it should be fast
fi
