I verified that jbdevstudio-9.1.0.Beta1-B163 contains the cdk feature:
org.jboss.tools.openshift.cdk.feature_3.1.0.Beta1-v20151205-0342-B106

Since the patch in master is the same, I consider this adequate enough to close this JIRA.
