Please document the specific times it occurs, and what you did at that time to resolve it. For example, does`Prefs > Update > Avail Sites > (choose site) > Reload` fix the problem? What about a cold restart of Eclipse?

Also, if you feel the issue is in fact upstream (a p2 problem) then the best solution here is to report it upstream and link that bugzilla to this issue. Thanks!
