To verify this doesn't break anything, here are two user stories:

 {quote}   1. JBDS 8.0 / JBT 4.2.2 user attempts to install Angular from EA site
    remove all sites in Available Update Sites, add special staging site(s) instead 
    ony one connector to check: https://github.com/jbosstools/jbosstools-discovery/blob/jbosstools-4.2.x/jbosstools/org.jboss.tools.central.discovery.earlyaccess/plugin.xml#L19-L45
    should get 0.7
    should be forced to upgrade to 8.1 / 4.2.3 (via remediation)
    If JBDS, full update (including c.j.d.core.feature)
    If JBT, probably just JST needs to update (only the things that have hard dependency on Tern 0.7)
