No, this was not added to JBDS installer, because it wasn't PM, QE or release ACK'd. Could you guys ACK this?
Here's a PR to add it to the JBDS target platform & also the JBT target platform (just in case a user doesn't install the JavaEE bundle, but some other Eclipse flavour):
