We have always (for the last 10 years?) on the updatesite placed the latest version - if users want to stay on JBDS 8.0.0 they will just have to not install anything.

The intent is that users on JBDS 8.0.0 will be updated to the version they need - this is no different than for example Fedora or RHEL versions; you can't stay on JBDS 8.0.0 unless you keep your own specific mirror of the rpm repositories.

We do match up central with the version for each major version (i.e. JBDS 8.0 and 9.0 are not mixed up)

The goal was that p2 remediation will tell the user what should be done - in case of JBDS-3359 it should be to update JBDS to 8.0.2 ...but honestly - it should not even need to do that for 8.0.x release...so I think there is more to issue than just "forced update".

Something that *could* be considered though is that we don't remove 8.0.0 content from the updatesites, but instead put both 8.0.0, 8.0.1 and 8.0.2 content so users at least manually can do updates.
