This issue can be also reproduced online:
1. Add JBDS zip file
2. Add JBDS-IS zip file
3. At "Available Software Sites" disable https://devstudio.redhat.com/updates/8.0 (this site was automatically added by JBDS zip file)
4. Try to install SwitchYard or Fuse tooling
