Reproduced the problem on Windows 8.1 w/ JDK 1.8.0_25. 

* Install to w:\jbds800, then try to update? FAIL. 
* Install to C:\Users\nboldt\jbdevstudio800 then activate EAP runtime it discovered, and perform update? WIN.

In both cases my workspace was in C:\Users\nboldt\workspace. Tried again to update the install on W:\ drive using a fresh workspace in w:\jbds800-workspace, and the same problem occurred.
