This issue is still present in JBDS 9.0.0.Alpha1 (with m2e-wtp 1.2.0, I also tried installing m2e-wtp from dev update site). 
Lib folder contains only jboss-el-1.0_02.CR6.jar, the other two (seam-resteasy and quartz are missing).
