So - looking att he latest JBTIS TP:

http://download.jboss.org/jbosstools/targetplatforms/jbtistarget/4.1.9.Final/aggregate-base.target

I am building against Kepler SR2.  As it turns out - there was a latest update to SR2 that I missed:

http://download.jboss.org/jbosstools/updates/requirements/kepler/201402240900-SR2-RC4a/

I'll repsin the JBTIS TP to pick that up.
