Can you please details which version of Eclipse you used as base, which site do you use to install JBoss Tools, and what categories/IUs you've selected when installing?
Did you click "Show installed" to check whether the connector is installed?

Looking at https://github.com/jbosstools/jbosstools-discovery/blob/jbosstools-4.2.x/jbosstools/org.jboss.tools.central.discovery/plugin.xml , it seems like the plugin is actually in the catalog. So it could be either that at that time, it's not meant to be shown (if already installed), or some bug in UI filtering. I'll need a few more details (asked above) before I can try to give a diagnostic.
