[~gercan] this issue was wrongfully assigned to me - now fixed ;)

Can you provide/confirm the answers to [~mmurray] and also devel_ack this jira if you are okey to include it knowing we will have to then fix bugs for it like #455331.

My initial answer to Michelle questions are:

* it is still a cordova project - windows support is done just like if there is an additional cordova runtime (today we got ios and android)
* I don't know how much is in the support with respect to simulator [~gercan] ? The issue about is relevant, at least we should have some devices added to choose from that might not be skinned but at least have the right dimensions/specs. [~gercan] can you open jira with details on what windows versions that makes sense for ? 
* the windows emulator part would require a windows to run, like ios needs xcode/osx.
