so you're saying application.xml is not created under ear/target/m2e-wtp/ear-resources/META-INF.
By any chance, do you have <generateApplicationXml>false</generateApplicationXml> in your ear configuration? (check the effective pom tab)

Next, I would start by removing all dependencies from the ear pom.xml, see if application.xml gets created, then add the dependencies back one by one, to find what the tipping point, if any.
