I prefer 1 jira is not used for 17 different peoples/component different timed tasks. I prefer everyone are able to see what is actually left to do. 

I prefer noone has to manually assign this single jira and manually checking if every PR been applied to know what is now missing/done.   

So yes, that means a jira pr component makes sense.
