The SOA 5.x legacy components are not part of the Eclipse Marketplace featured packages.  We carry the 5.x components for compatibility - EM is for components we're trying to get people to adopt.  That being said - JBoss SOA Development is still not part of the listed product groupings because SwitchYard is still EA.  It may be a good idea to bring SOA Dev over without SwitchYard for 8.0.3 (not SOA 5.x Dev).
